Six weeks or so have passed since the unexpected announcement of a temporary pause on new applications from Groups of Five and Community Sponsors under the Private Sponsorship of Refugees (PSR) Program. The decision, effective November 29, 2024, has sparked a wave of concern, frustration, and disappointment across the sector. The lack of warning or consultation has left many such sponsors and refugee advocates reeling. Some individuals were in the midst of preparing applications but were unable to submit them before the deadline, leaving their efforts in limbo.
Organizations across the sector, including Sponsorship Agreement Holders (SAHs) like MOSAIC in Vancouver and advocacy groups such as the Canadian Council for Refugees (CCR), have expressed their dismay. Many were caught completely off guard, learning of the change only a day before it took effect. CCR described the announcement as appalling, particularly given Canada’s role as a global leader in private refugee sponsorship.
International partners, such as the Refugee Council of Australia, have also voiced their concern. During a recent call with PRSN members, colleagues from Australia highlighted their worry about how the pause could impact their efforts to help refugees resettle in Canada.
While the government has emphasized its intention to enhance predictability in the PSR Program, the suddenness of the announcement has disrupted lives and plans. PRSN remains committed to supporting sponsors and refugees through this challenging period and continues to advocate for improved communication and collaboration with Immigration, Refugees and Citizenship Canada. By working together, we can ensure Canada maintains its vital leadership in refugee resettlement.
