This multi-year planning framework determines the number of permanent residents Canada will welcome across all categories. The current consultation arrives during a period of shifting priorities, marked by a 32% reduction in planned refugee admissions for 2026 when compared to the government’s late 2023 projections. Advocacy groups point out that these figures represent a stark departure from Canada’s long-standing tradition of global humanitarian leadership.
